New Local 3518 Members

At the West Chester Township Trustee`s meeting on Tuesday, September 22nd, four new career firefighter / paramedics were hired into the Fire Department.

Brain Crow, Christopher Gregg, Shane Matthews and Landen Richey were hired full-time into the Department, effective September 28th.

All these hires have previous experience with other area departments.

At the West Chester Township Trustee`s meeting on Tuesday, January 13th, four new career firefighter / paramedics were hired into the Fire Department.

Chris Andrews, Ben Barnhorst, Sean Connelly and Dave Moberly were hired full-time into the Department, effective January 25th.

All of these hires have previous experience. Andrews, Connelly and Moberly have worked part-time with West Chester for several years. Barnhorst worked part-time for Colerain Twp.

At the West Chester Township Trustee`s meeting on Tuesday, August 12th, two new career firefighter / paramedics were hired into the Fire Department.

Jacob Bausano, who had previously worked part time for the Fire Department for several years, is assigned to Station 5.

Trevor Frodge, who previously worked full time for the City of Monroe, is assigned to Station 3.

Contract Negotiations

IAFF Local 3518 and West Chester Township are in contract negotiations.

Local 3518 Members Promoted

Five members of our Local were promoted at the West Chester Township Trustee`s meeting on Tuesday, February 26th.

Brothers Steve Getter, Brandon Tully, Dave Mainwaring and Ryan Berter were promoted to Lieutenant, filling the long standing station vacancies.

Station 2 Lieutenant Steve Kelly was promoted to Captain of Emergency Medical Services. This fills the vacant position created by the September 2007 retirement of Richard Santel.

And at the West Chester Township Trustee`s meeting on Tuesday, March 25th, Brother Chris Munoz was promoted to Lieutenant. This quickly filled the vacancy created from the EMS Captain promotion.

Congratulations to our new leaders, as we wish you a long and successful career.

Township Files Civil Action and Restraining Order, Union Prevails

On July 30th, Judge Andrew Nastoff issued his final ruling in the matter of the Local 3518 and the Township (Butler County Clerk`s Site - CV 2008 02 0694).

While the Judge denied the Union`s motion to dismiss the case, he ruled against the Township and their request for a permanent injunction against the grievance. The ruling acknowledges that the grievance is subject for arbitration.

Unfortunately, this was a huge waste of time and money, where the Township initiated this course of action instead of following the procedure outlined in the collective bargaining agreement.

Both parties are now headed to arbitration, which was scheduled on September 24th. This was delayed for a variety of reasons, but was rescheduled for Janauary 11, 2009. The results should be released within 30 days of that date.

On February 14th, the Union received notice that the Township filed a civil action against the Union and Grievance #08-07-03.

The grievance, which was originally filed on August 30 of 2007, alleges that there were changes made to the promotional process without any notification or discussion with the Union. This process was secured with language in the parties current collective bargaining agreement. And this change has affected the outcome of a promotional score.

The grievance remedy was denied by the Employer at each of the three steps in the process, forcing the Union to file for arbitration. Arbitration was filed for on October 15 of 2007, and the hearing subsequently scheduled for February 25th of 2008.

The Township filed for an injunction to prevent the Union from presenting its case at arbitration, and then received a temporary restraining order stopping the arbitration hearing all together.

This directly interferes with the current collective bargaining agreement and the Union`s right to due process using the grievance and arbitration procedure.

Not only does this cause a labor / management relationship strain, it is a severe waste of taxpayer`s money. The grievance and arbitration procedure was the negotiated way for disagreements to be handled in a fair and cost effective manner. By side stepping the current collective bargaining agreement, more money and time are wasted in the Court system. The language of the current collective bargaining agreement secured this right.

The temporary restraining order hearing is scheduled for March 4th at 1:00pm.

Fortunately, these events do not interfere with the four promotions scheduled later this month.
